SpecPro has been performing Non-Hazardous Solid Waste Management Support Services at Fort Irwin since 2017. SPS held the contract from 2017 through 2021. These services were carried on by SSE from 2021 to 2023, and then again with SPS on a new 10-year Inter-Governmental Service Agreement (IGSA) contract beginning in 2023 to present. SpecPro has managed all these contracts and transitions with no gaps in service as well as maintaining substantial employee retention. Per IAW FAR 15.305(a)(2), this experience is critical to showing SpecPro FS’s capabilities.

Relevant Tasks:

Manage and Plan Refuse Removal
SpecPro provides basic waste management planning, reporting, and community education, as well as the timely and accurate initial review of installation plans, projects, and activities for potential impacts related to solid waste management.

Refuse Removal, Collection, and Container Maintenance
SpecPro collects and disposes of dining facility, municipal/residential, other regulated, bulk, and green waste in compliance with federal, state, and local laws and meets Fort Irwin priorities and goals, including mission critical, Soldier quality of life, Life-Health-Safety, environmentally and/or economically advantageous. SpecPro maintains an active fleet of over 700 dumpsters, roll-offs, and food waste bins at Ft. Irwin, ensuring complete coverage of the cantonment area and ranges.

Recycling Materials Processing
SpecPro collects and manages dining facility, municipal/residential, other regulated, bulk, and green recyclables in compliance with federal, state, and local laws and meets installation government priorities and goals. The following items are recycled: scrap metal including bulk metals, expended small arms brass cartridge cases, wood pallets, white paper, and cardboard/pressboard. SpecPro processes about 150 tons of recyclables each month at Ft. Irwin.

Wood and Compost Handling
SpecPro operates the wood processing/compost facility, compost pile, wood pile, and wood grinding, and reports progress to the Contracting Officer (KO), Contracting Officer’s Representative (COR), and DPW. SpecPro also maintains the “Wood Commodities Yard,” including a new wood pile and new shredded wood pile.

Refuse Disposal and Landfill Operations
SpecPro performs landfill operations in compliance with the Joint Technical Document for the NTC & Fort Irwin Main Post Class III Sanitary Landfill dated April 1999 (or any updated versions), and current federal, state, county, and local laws and regulations, including operating the Scale House and Bailer Facility. This includes refuse sorting, excavation, daily cover, final cover, refuse baling, haul road maintenance, and more.  SpecPro processes over 1,000 tons of solid waste at the landfill monthly.

Rotational Support and Pre-Sorting
SpecPro sorts and inspects 95% of all solid waste generated by rotational training units or their civilian/contractor support elements that is delivered to the Landfill Rotational Sort Area or designated point. During this sorting, SpecPro removes all prohibited items and delivers prohibited items to the appropriate disposition facility.

Equipment Management and Maintenance
SpecPro owns and maintains a large fleet of over 30 pieces of mobile equipment, including Front End Loader Refuse Trucks, roll-off trucks, large earth moving heavy equipment, dump trucks, water trucks, stakebed trucks, and more, as well as performs maintenance on several pieces of government-furnished equipment (GFE) such as a trash baler, two recycling cardboard balers, a brass deformer, and more. SpecPro has its own Maintenance Manager and maintenance team on staff, and implements a robust maintenance program including preventative maintenance, maintaining logbooks, task training, parts-inventory and acquisitions, and GPS tracking.
