Environmental Remediation Support
Client: BAAP, Wisconsin (WI)

SpecPro successfully supports all aspects of management and development for the BAAP 7,500-acre Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) site, including solid waste management, environmental restoration, environmental compliance, long-term monitoring, and cultural resources management.

The scope of this effort encompasses the collection and maintenance of large volumes of environmental analytical data to document the nature and extent of threats to local natural and cultural resources as well as track the effectiveness of corrective measures used to mitigate those risks. Most recent scope tasks include long-term management of groundwater monitoring and reporting, and optimization and development of ramp-down strategy.

Relevant Tasks:

Hazardous Material Management
SpecPro manages the secure storage and inventorying of all BAAP hazardous substances and chemicals to include paints, oils, commercial solvents, still bottoms, spill debris, and various pollutants or contaminants such as propellants, acids, and catalysts. We developed a database to track the movement and inventory of all hazardous waste being generated at the installation. We monitored, recorded, and documented the accumulation of hazardous waste. We prepared all hazardous waste management manifests and reports to the regulator on behalf of the Army. We collected samples to characterize the hazardous waste and analyzed them in our on-site laboratory. We updated and submitted the Hazardous Waste Management Plan to the regulator. We provided thorough on-site training to staff regarding the handling and storage of hazardous waste being generated at the installation. Our personnel performed random and routine internal audits/inspections of all hazardous waste procedures and storage locations. Our personnel have performed wet demolitions of 1,624 abandoned and condemned structures containing Hazardous Material, saving the Army more than $400,000 in regulatory fees. SpecPro has also abated more than 6.5 million square feet of asbestos-containing material and 16,000 square feet of lead sheeting. Under this project, our personnel have also analyzed more than 10,550 total multimedia samples throughout the project’s lifespan, including 24-hour turnaround time analyses and preliminary results reporting. SpecPro deploys engineers, chemists, technicians, and mechanics for time-critical responses for lead, chromium, and volatile organic compounds-contaminated soils requiring disposal actions.

Solid Waste/Landfill Management
Our personnel execute and manage all aspects of this complex landfill project lifecycle, from geotechnical and siting studies to permitting, design development, construction, and operation and maintenance, and ultimately through site closure and property transfer.

SpecPro has recycled over 107,000 cubic yards of wood building products into chips, more than 16,000 cubic yards of asbestos-containing material, and over 400,000 cubic yards of demolition debris (e.g., buildings, concrete, and wood) and disposed of it into the BAAP landfill. SpecPro has also excavated and transported over 60 miles of sewer pipe and over 421,000 cubic yards of soil and disposed of it into the BAAP landfill.

SpecPro has successfully accelerated the permitting schedule and limitation of acceptable landfill sites while permitting a 14-acre landfill expansion. SpecPro constructed a six-acre compacted clay cover system and a three-acre compacted clay and High-Density Polyethylene geo-membrane liner with a leachate collection system, including 8,000 feet of force main for conveyance. The design included all components of a Resource Conservation and Recovery Act (RCRA)-compliant landfill, including leak detection/collection and a long-term groundwater-monitoring plan.

Landfill Semi-annual Monitoring
Our personnel execute and manage all aspects of conducting long-term maintenance at seven (7) landfills at BAAP. Our work includes semi-annual groundwater sampling at 20 monitoring wells, semi-annual mowing/vegetation management, an annual inspection of the seven landfills, and periodic project reports to the regulator and Department of the Army.

Groundwater Monitoring
Our personnel execute and manage all aspects of the groundwater monitoring program at BAAP. We developed and continuously update the site-wide long-term groundwater monitoring sampling plan for the installation. The project team coordinates and performs quarterly groundwater sampling that utilizes dedicated low-flow sampling pumps in a network of over 300 monitoring wells and 60 residential wells. The project team submits the samples to a laboratory, evaluates the laboratory data for quality, and prepares all reports related to the groundwater analytical data. We inspect, maintain and keep records on over 300 groundwater monitoring wells spread over 7,500 acres. We perform repairs on monitoring wells and maintenance dedicated well sampling pumps. We have coordinated the replacement of damaged monitoring wells. We have coordinated and supervised the decommissioning of 100 monitoring wells. We have designed and supervised the installation of over 80 monitoring wells utilizing a variety of drilling methods. We have designed and supervised the installation of groundwater remediation wells.
