SpecPro provides contract support for disposition services, detailed life cycle tracking, and management of all hazardous wastes and universal wastes at Fort Irwin, including the reutilization/recycling of material identified for disposition in accordance with all applicable federal, state, and local laws and regulations.
SpecPro also services equipment that supports, stores, or conducts removal of hazardous or regulated constituents from industrial processes and operated a bioremediation land farm for Petroleum, Oil, and Lubricants (POL). SpecPro maintains their own fleet of a dump truck, water truck, vacuum truck, backhoe, front-end loader, stakebed trucks, warehouse forklifts, and various other smaller pieces of equipment for this requirement.
Relevant Tasks:
P2 Initiatives (Waste Minimization)
SpecPro participates in outreach activities (e.g., Earth Day, America Recycles Day, CAIR Fair, Edwards Air Force Base Air Show) and supports educational activities (e.g., DPW briefings, 40 hour Hazardous Waste/Hazardous Material management classes, and household hazardous waste/less hazardous substitutions and disposal practices); reviews existing and proposes new P2 initiatives/processes; and maintains/operates the following: bio-land farm, antifreeze recycling, container washing/crushing/recycling/ reutilization, red rag program, and recycling material cleaning and preparation.
Hazardous Waste Collection, Consolidation and Preparation for Disposal
SpecPro collects, classifies, and segregates Hazardous Waste from over 80 hazardous waste 90-day accumulation points at Fort Irwin and Barstow Daggett. SpecPro also samples and tests waste streams, conducts inspections to ensure the waste storage and facilities are maintained, prepares waste for disposition and P2 Initiatives, and manages the pickup of waste from accumulation points to the centralized accumulation point. SpecPro then manages all the shipping hazardous waste manifests and BOL as necessary, shipping the hazardous waste to the appropriate disposal location.
Collection Point & Container Management
SpecPro provides container and containments, issues new and cleaned containers and drip pans, provides initial labeling, delivers containers to designated locations, tracks containers and hand receipts, and provides replacement parts for containers. SpecPro also tests and maintains hazardous waste storage tanks and 90-day accumulation sites, and acquires, places, maintains, repairs, performs RCRA inspections, and/or replaces hazardous waste storage containers for the installation.
Wash Rack Support Services
SpecPro performs wash rack support services using a heavy-duty vacuum truck to ensure that all the wash racks are serviced 2 times per year. This service includes cleanout of all waste treatment/removal components to include oil-water separators, sand filters, carbon filters, etc.
Spill Response and Cleanup
SpecPro maintains a team of six personnel who are trained, certified, and equipped to respond to hazardous materials/waste release and spill cleanup at Ft. Irwin and Barstow Dagget. This task includes after-hours spill response as well.
