SpecPro supports the stormwater management and hazardous waste programs to ensure compliance with federal and Texas Commission on Environmental Quality regulations.
SpecPro conducts stormwater quarterly visual monitoring for turbidity, color, and other sources of visible pollution, and metals benchmark sampling at stormwater outfalls to ensure compliance with the NASCC and NASK stormwater pollution prevention plans (SWPPP) and Texas general NPDES permits. In addition to stormwater program management, SpecPro samples and analyzes hazardous waste at NASCC in accumulation/storage areas, and reports waste profiles to the Environmental Division to ensure proper documentation and disposal of waste generated from base military tenants. SpecPro also samples and analyzes the wastewater treatment plant outfall and the domestic and industrial inlets to the treatment facility as required by the NASCC’s permit requirements with the Texas Commission of Environmental Quality (TCEQ) and the EPA. SpecPro also provides analysis services for NASCC’s drinking water program.
Stormwater Sampling and Analysis
SpecPro staff conduct the following activities to sample and analyze stormwater discharges from the base:
- Representative Discharge Sampling: SpecPro collects water quality grab samples at representative outfalls within the first 30 minutes of discharge.
- Visual Monitoring: SpecPro conducts quarterly visual monitoring for turbidity, color, and other sources of visible pollution at representative outfalls within the first 30 minutes of discharge. Records of monitoring include all observations, sample locations, date and time of sample examined, name of personnel, nature of discharge, probable sources of contamination, visual quality of the Stormwater discharge, and a reason why samples were not collected within the first 30 minutes of discharge (if required).
- Reporting: SpecPro prepares reports of sampling and visual monitoring for each quarterly monitoring period. Samples and analytical results are fully identified by date, correct sample name, number, installation name, container number, type, location(s), and analytical method. Documentation is retained and provided in electronic and hard copy format. SpecPro provides all necessary labels, chain of custody, tracking documents, and reports.
Sample Analysis
SpecPro provides sample containers and preservatives, labels, and chain of custody forms for the required analysis. Samples are analyzed for selected outfalls and timeframes for the following constituents: Ammonia-Nitrogen; Cyanide, total; Chemical Oxygen Demand; Total Magnesium, Total Arsenic, Total Cadmium, Total Mercury, Total Selenium, and Total Silver; Total Copper, Total Aluminum, Total Iron, and Total Zinc; Total Metals (annual set of 11): Arsenic, Barium, Cadmium, Chromium, Copper, Iron, Manganese, Nickel, Selenium, Silver, and Zinc; Total Lead; Total Mercury; Total Suspended Solids; and Visual Monitoring parameters. SpecPro uses a NELAP Certified laboratory to perform sample analyses using appropriate analytical test methods as found in EPA publication SW-846, ASTM standards, or 40 CFR Part l36, 40 CFR Part 261, 40 CFR Part 763, 49 CFR Part 173 and any/all other methods as required. During sample collection and processing, SpecPro and the laboratory follow laboratory standard operating procedures (SOP) including establishing and maintaining the chain of custody, careful sample handling, accurate and complete recordkeeping, good laboratory procedures, and accurate data handling.
